The GIS and geospatial data both historical and current are able to provide powerful tools to help public administrations and companies interested in the prevention and consequence management of all phases of emergencies (prevention, mitigation, response and recovery) arising from natural and environmental disasters.

Risk Analysis

The analysis of environmental and territorial risks is a critical factor in the management of emergencies. Having an overall picture of the state of the environment, the available data is the primary point for the management of an emergency. The GIS system is a valuable tool in the prevention phase of a disaster for the action planning, the organization of available resources, the simulation, the study of previous situations etc...
Newkirk (1993) explained how a GIS offers a critical perspective of potential disasters and their impact both prior to an event and post event analysis. His concern is that the GIS encourages the user to believe that the data is correct. The system should be used to allow a wider examination of the risks and their potential impact or actual considering validated data and applying to them a priori environmental pre-configured variables.
The advantage of a GIS is to provide information to improve decision-making processes related to emergency planning in its various stages, containment, analysis, planning for the future. A GIS is able to provide maps at regular intervals and, used in conjunction with satellite data, allows to redraw, in real time, the new state of places. During the emergency management, GIS provides a significant support to the decisions, for example in the analysis of the evolution of the disaster and in the calculation of resources used, and finally in the internal management of resources (personnel, equipment, etc..), In evaluation and assessment of damages.
The creation of a modern and efficient GIS system is done through the computerized management of the functions of forecasting, prevention and emergency management of their bodies that, for institutional duty, in the event of disasters should safeguard and protect both the citizens and the works. This objective is pursued with a valid communications system that is able to create and update the situation in ordinary databases (maps, technical-administrative and alphanumeric) and use the same in an emergency for a quick and effective organization. Such management, means that the synergy between information and communication technologies is able to provide a seamless system of decision support in pre-and post-emergence.

HEALTH

80% to 90% of the information handled within the flow of information existing in the health field has a spatial component, with unique characteristics of location within a geographical space, which makes it possible to display the phenomena of public health interest that take place within the territory of competence of health facilities through "maps" that make reading and interpretation extremely exemplified. The GIS has found great development in the health field, both in research and in-field applications, or operational planning. Schematically among the many possible applications, we identify some of the cornerstones of the geographical analysis applied to health.

The GIS provides an unique and unambiguous key to understand the frequency and distribution of the phenomena of health/disease, to learn about the health needs in their genesis, dynamics and distribution, to identify those health phenomena, geographical areas or those organizational conditions, which, in relation to their epidemiological importance, require priority action.
A scenario is constructed in which the risk factors are identified collectivelly (environmental setting, work, problems related to road traffic, etc..) and individually (food, leisure, drug use, lifestyle incongruous, etc..). The use of GIS provides the ability to integrate data from different sources by providing a tool for decision support and solution of public health problems, inherent in both the support and the prevention, surveillance and control.
The GIS solutions, thanks to the powerful statistical tools, also allow to adopt specific statistical tests developed for the analysis of spatial cluster or for the occurrence of new cases of the disease.
